UFC 4-021-01

Unified Facilities Criteria (UFC) 4-021-01 The Unified Facilities Criteria (UFC) system is prescribed by MIL-STD 3007 and provides planning, design, construction, sustainment, restoration, and modernization criteria, and applies to the Military Departments, the Defense Agencies, and the DoD Field Activities.  IP-Based network-centric systems are now being implemented to augment the management of existing mass notification systems at DOD facilities.

NOTE: Section C-2.4.2 Targeted Recipients.

Hierarchical organizational structure (as would be imported from an LDAP or Active Directory)
• Organizational roles
• Specific distribution lists (e.g., hazardous materials (HAZMAT) response teams)
• Dynamic groups created through on-the-fly queries of the user directory
• Geographical locations (e.g., entire bases, zones within bases)
• IP addresses (required for targeting devices in specific physical locations)

Regarding: Geographical locations (e.g., entire bases, zones within bases)

Desktop Alert utilizes GIS technology with Microsoft Virtual Earth to adhere to the above requirement. As such, with Desktop Alert Geographical locations can be quickly identified using visually intuitive maps for precise and rapid notification to named areas of interest (NAI). An operator would not need to know the name of a zone or building in order to send out the alert. This eliminates human error and the potential catastrophic consequence of an alert being sent to the wrong set of IP addresses.

With Desktop Alert all IP-connected devices such as workstations and laptops, mobile devices, telephones, cell phones, RF radios, outdoor warning speakers and giant voice are unified into a single web-based management console for operation by administrators and moderators. Desktop Alert is fully compliant with the UFC recommendations for network-centric alerting systems.

DIACAP

DIACAP – The DoD Information Assurance Certification and Accreditation Process (DIACAP) is the United States Department of Defense (DoD) process to ensure that risk management is applied on information systems (IS). DIACAP defines a DoD-wide formal and standard set of activities, general tasks and a management structure process for the certification and accreditation (C&A) of a DoD IS that will maintain the information assurance (IA) posture throughout the system's life cycle.

In 2008 Desktop Alert had DIACAP certification sponsored by CENTCOM for usage in battle zone Tikrit IRAQ. Desktop Alert is currently the only approved IP-Based mass notification in IRAQ delivering alerts to computers.
