Preferences Tab - Toolbar - Msg Schedule

When Account Tab - App Configs Menu- EnableSMS is set to "0" the Msg Schedule Menu toolbar option is made viewable to the end-users.

Users may use this screen to determine acceptable schedules for receiving alerts to mobile devices.
